11 February 2026

The city of Safim, in the Biombo region, now has a new production center for biometric national identity cards (ID cards). The center was officially inaugurated on Friday, January 30, 2026, by the Minister of Justice of Guinea-Bissau, Carlos Pinto Pereira.

This new infrastructure is part of the structural reforms led by the Ministry of Justice, aimed at decentralizing civil identification services and improving citizens’ access to secure official documents.

On the occasion of the inauguration, the Director General of Civil Identification, Mr. Hélder Romano Vieira, encouraged local communities to make use of this new service. He also praised Semlex’s commitment to bringing public services closer to citizens.

The Safim center has a production capacity of 100 identity cards per day. It is the third operational center in the Biombo region, after Quinhamel and Plack 2, further strengthening the territorial coverage of the biometric identification system.

As part of this ongoing momentum, the Ministry of Justice plans to open new centers soon in São Domingos and Bolama (Bijagos).

To date, Guinea-Bissau has 18 biometric ID card production centers across the country, including in Bissau. Through this project, Semlex confirms its role as a strategic partner of the national authorities, supporting the modernization of identification systems and strengthening document security in service of the country’s institutional development.
