Semlex Ivory Coast obtains ARTCI Certification

Semlex Ivory Coast has just reached a decisive milestone in terms of compliance and cybersecurity: our subsidiary has officially received certification from the Regulatory Authority for Telecommunications/ICT of Ivory Coast (ARTCI), thus becoming the very first player in the production of secure documents to obtain this recognition.

This certification represents far more than a regulatory validation. It reflects Semlex’s commitment to the protection of personal data, in strict compliance with Ivorian legislation (Law No. 2013-450 of June 19, 2013). It marks a major step forward for the company, but also sends a strong signal to our technological and institutional partners: Semlex is a trusted operator, committed to responsible and ethical digital governance.

“This certificate is more than an administrative document: it embodies the trust placed by the State of Ivory Coast in its technological partner,” declared Anicet Etin, Head of Information Systems Security and Data Protection Officer at Semlex Ivory Coast, during the Forum on the Protection of Personal Data (FPDCP 2025) held in Abidjan. Alongside Chief Executive Officer Stanislas Le Page and Chairman of the Board Favier Kouamé, he emphasized that this recognition strengthens an essential bond: the one that unites technology, public institutions, and citizens in a climate of transparency and security.

In a context marked by the rise of digital technology and the emergence of artificial intelligence, this certification comes at the right time. It provides assurance to the authorities and to the population that the systems managed by Semlex are built on solid foundations, in line with the best international practices.

“We do not consider this certification as an achievement, but as the foundation on which we will build the next evolutions of our services,” affirmed Stanislas Le Page. This recognition strengthens our pioneering position and confirms our central role in the ecosystem of secure digital identity in Africa.
